What I’ll do is explain the law behind registration and then by considering the statements it makes sense to you.

1.  Register    (  to record a fact   )

So the only reason we register stuff is to record the fact that we claim ownership.

2.  Rego Plates.  ( printed signs that are attached to a chattel that denote who claims ownership.)

So, as you can see, there is a difference between REGISTER  and   REGO PLATES.

You must register, but you can opt to display rego plates. A simple sign on the window would work just as well. Or if it’s an animal you own, you can brand it, or collar it..etc.

As for answering questions,  the law requires us to give a name and address. From then on its optional. Each person must make their own decision about how much to say to a stranger.
